What can I use as a replacement for butter in my father's favorite scone recipe?

There are no butter substitutes on the market that I can safely recommend because they usually contain hydrogenated fats, which cause many health problems or are full of chemicals. There is almost no way to create baked goods that are tasty and edible without fat. Butter is one of the few stable fats and I recommend it for baking. Perhaps you could make the scones for your father the way the recipe is written and also prepare him a lower fat breakfast or dinner to go with them -- like oatmeal and fruit salad or rice and beans and steamed vegetables.
